The Metropolitan Area Planning Council (MAPC) seeks to hire a Grants Coordinator (hereafter, Coordinator) to assist in the implementation of vital public safety, preparedness, and health-related federal grants across Massachusetts. This individual must be a computer savvy, organized professional with effective communication skills who can multi-task and work within set deadlines. The Coordinator will partner with several members of the MAPC Municipal Collaboration team in the execution of grant management activities. About the Municipal Collaboration Department
The Municipal Collaboration Department specializes in assisting local governments to work regionally by partnering with each other and private entities such as hospitals and public safety associations to make our communities safer. 
Through our Homeland Security Division, MAPC:
  • Serves as fiduciary for the Commonwealth’s four homeland security regions and associated regional advisory councils, managing grants from the U.S. Department of Homeland Security via the Massachusetts Executive Office of Public Safety and Security (EOPSS). MAPC provides additional support to the Northeast Homeland Security Regional Advisory Council (NERAC), serving as the program manager and facilitator of that group.
  • Oversees the Metropolitan Mayors Community Safety Initiative (CSI), a collaborative effort of 8 communities in the metropolitan Boston region. The CSI is funded by EOPSS and brings together regional law enforcement and prevention partners to combat youth violence and gang involvement through law enforcement, job training, and after-school programs. 
  • Serves as the Sponsoring Organization for the Region 3 Health and Medical Coordinating Coalition (HMCC), with funding for this work through the Massachusetts Department of Public Health - Office of Preparedness and Emergency Management. The HMCC is a regional collaborative effort between local Public Health, EMS, Long Term Care Facilities, Large Ambulatory Care Practices, Community Health Centers, and Hospitals to strengthen and promote the emergency preparedness and response capabilities of the region and to share resources. 
Our statewide team of experienced professionals staffs the regional homeland security councils, the HMCC, and the CSI and provides planning, procurement, budgeting, reporting, administrative, project development, and contractor, vendor and project management services as partners with these groups. We work with our stakeholders to further public safety and emergency preparedness planning efforts in the region and to implement programs that help make the Commonwealth a safer place to live and work. We collaborate with other MAPC departments, as well as community partners, to promote smart growth and regional collaboration. Responsibilities (including but not limited to)
The Grants Coordinator will support the development and implementation of federally funded projects that serve to advance emergency preparedness and homeland security efforts across the Commonwealth of Massachusetts. This is a position where attention to detail is key. Duties involve work in the purchase and contract execution of a variety of supplies, equipment, and professional consulting services required by the Massachusetts Homeland Security Regions and the Region 3 Health and Medical Coordinating Coalition (HMCC). The coordinator will work with other members of the Municipal Collaboration team to ensure the completion of all mandated reporting requirements for the Homeland Security Regions and the HMCC. In addition, the Coordinator will work on behalf of the Northeast Homeland Security Regional Advisory Council (NERAC), in collaboration with two existing staff members that serve as program managers for NERAC. In this capacity, the Coordinator will work on the development and execution of special events and trainings and inventory management.

Specific duties will include:
  • Coordinate with other members of the MAPC Municipal Collaboration team on the public procurement and contract execution process for all homeland security and HMCC grant funded projects (i.e. projects to train public safety and emergency preparedness staff, procure equipment and services, conduct public safety and emergency preparedness exercises, research critical security issues, and establish systems and protocols to enhance public safety) in accordance with all applicable federal and state laws, policies, and procedures and applicable grant requirements; 
  • Review scopes of services and specifications, draft procurement documents, conduct vendor research, review vendor quotes/bids/proposals, complete advertising for solicitations, and process contracts and purchase orders;
  • Act as a liaison between vendors and homeland security and HMCC stakeholders, including answering vendor questions regarding a procurement, answering questions stakeholders have of vendors regarding quotes/bids/proposals or equipment/service delivery, and vendor inquiries regarding payment status;
  • Assist in completing homeland security and HMCC grant reporting requirements to ensure compliance and responsiveness to grant guidelines and requests;
  • Provide general homeland security, NERAC specific, and HMCC inventory tracking support;
  • Schedule NERAC events to include identifying appropriate facilities, registration of attendees, and other logistics as needed;
  • Assist in the review and processing of requests from municipal departments for NERAC backfill and overtime reimbursement; and
  • Provide administrative, general office, system, and project support to the MAPC Municipal Collaboration Team.
  • Travel responsibilities - weekly travel for inventory and monthly attendance to meetings
Evening events, occasional weekend events, and local travel are a responsibility for this position. MAPC does not require that you have a vehicle; however, you must have a valid driver’s license and/or the ability to arrange transportation to meetings in different parts of the region. MAPC provides support for travel, including MBTA passes, a Zipcar account, and BlueBikes membership.
 
Qualifications
Candidates for this position should have, at a minimum, a Bachelor’s degree and 1 year of relevant work experience. 
The successful applicant will demonstrate all or most of the following skills:
  • Interest in learning about federal government grant processes and systems, public purchasing processes, and budget management;
  • Ability to proactively set priorities and multi-task without compromising attention to detail;
  • Excellent time management and organizational skills;
  • Understanding of multi-step processes and how to work within them in a team environment;
  • Ability to work independently and meet deadlines;
  • Excellent communication skills (written and verbal);
  • Ability to work with a wide variety of stakeholders;
  • A professional demeanor and a positive “can do” attitude, with high customer service standards;
  • Willingness to perform administrative functions as needed, such as filing, photocopying, and database management; and
  • Advanced computer skills including working with MS Word, MS Excel, MS Outlook and Adobe.

Compensation and Benefits
The annualized salary ranges from $58,000 - $62,000 depending on qualifications and experience. This is a full-time non-exempt position.
