Regulatory Specialist - Wetland Delineator
RES is looking for a Regulatory Specialist - Wetland Delineator for our West Region Operations.
The mission: Resource Environmental Solutions (RES) is rapidly expanding our habitat restoration activities into the western states including California Oregon, Washington, Nevada, and Idaho, and so is the regulatory and ecology team. You will be supporting the Regulatory Manager, Project Management team, and Ecology team in conducting field work, leading Clean Water Act (CWA) Section 404/401 delineations as well for State wetland protection regulations.
Work will primarily focus on performing and/or overseeing aquatic resource delineations, soil characterizations, and associated technical, regulatory analysis, and report preparation. Our regulatory specialists are supported by ecologists and project managers and other resource experts within our national organization.

What your day-to-day might look like?
60% of your time will be spent on preparing regulatory documentation, including delineation reports, Biological Assessments, Biological Resources Inventories, and other site assessments, for submission to federal and state regulatory agencies ensuring all requirements are met, including those mandated by the CWA Endangered Species Act (ESA), California Environmental Quality Act, National Environmental Policy Act (NEPA), California Fish and Game Code, and other relevant natural resources regulations. Demonstrated experience with technical writing and drafting of technical documents and regulatory permit packages is needed for you to succeed in this position.
You will also obtain regulatory agency approvals for RES projects; coordinate with operations staff on construction permit compliance and management; manage monitoring and performance criteria reporting, and support project close-out with agencies and RES project management. Experience reading and interpreting project maps and design plans and extracting information from these documents to support permitting/regulatory deliverables will be necessary to conduct these activities.
You will also coordinate and conduct agency field site visits.
25% of your time will be focused on field work, where you will lead wetland delineations, field verifications, and support other field monitoring events as needed. You will manage field data collected, lead report preparation, review staff work products and reports, and track documents submitted to agencies or partners.
An additional 15% of your time will be spent on regulatory analysis and tracking changes to Waters of the U.S. regulations and statute and communicating these changes to Regulatory Managers and key staff.
Please be advised that we perform these tasks come rain or come shine and working outside in harsh and adverse weather conditions (including both cold and hot environments) is part of the routine. You will also be walking long distances, bending, lifting heavy objects (up to 50 lbs), and performing other physical activities.
Qualifications
We would love to talk to you if you have many of the following:
- BA/BS in Wetland Ecology, Natural Resources, Botany, Soil Science, or applicable curriculum.
- 5+ years professional experience navigating and working within the framework of Federal and State environmental regulations including: CWA 404/401, Nationwide Permit and Individual Permits, California Environmental Quality Act, NEPA, ESA, California Endangered Species Act, and California Lake or Streambed Alteration Agreements.
- 5+ years of field experience delineating wetlands according to the U.S. Army Corps of Engineers 1987 Manual and the corresponding Regional Supplements (i.e., Arid West).
- A broad knowledge of California environmental resources (i.e., soils, hydrology, aquatic, plant, and wildlife).
What will make you stand out?
- Professional Wetland Scientist certification through the Society of Wetland Scientists.
- Experience with flora of Oregon and/or Washington.
- Basic understanding of operation of land management equipment, including but not limited to UTV/ATV.
- Previous experience working in environmental consulting.
- Previous experience designing and/or building wetland restoration projects.
