Environmental Program Manager I - Supervisory (JC-338969)

The Santa Ana Regional Water Quality Control Board has an opening for an Environmental Program Manager (I) to lead the Planning and Implementation Programs Branch. The position is located at 3737 Main Street, Suite 500, Riverside - right in the heart of downtown, just across the street from the Fox Performing Arts Center, and a few blocks from the Metrolink station.

Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and the ability to perform the assigned duties of the class.

Desirable Qualifications:
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

-Knowledge and experience in regulatory oversight and permitting of discharges of waste to surface waters
-Knowledge and experience in evaluation and regulatory oversight and permitting of streambed alteration 
 projects
-Knowledge and experience in assessment of environmental impairment and implementation of total maximum 
 daily loads (TMDLs)
-Extensive knowledge and experience in water chemistry and hydrology of surface waters
-Experience in leadership capacity
-Knowledge and experience in formal enforcement procedures
-Experience collaborating with stakeholders and the public
-Excellent communication skills, both orally and in writing
-Experience with working for a governing board
-Knowledge of California’s process for evaluating the uses and quality of water bodies
-Knowledge of California environmental regulations and environmental programs/policies
-Ability to plan, organize, and direct the work of multidisciplinary professional staff
-Ability to organize and set priorities on assignments and meet deadlines
-Knowledge and awareness of Environmental Justice in the regulatory framework
-Knowledge and awareness of Racial Equity in the regulatory framework
