Planner Series

The Position
The Systems Planning Division is seeking a Planner. This position is part of a series and may be filled as an Associate Planner, Senior Planner, or Principal Planner. This position will provide support related to District, local jurisdiction, and other planning activities, help coordinate long-range planning activities among may different CWS partners and stakeholders, and assist in developing policies, standards, and guidance to support District goals.

The salary ranges for each position are:
Associate Planner: $34.51 - $47.45
Senior Planner: $38.57 - $53.03
Principal Planner: $43.14 - $59.31


Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be
assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
 
These are the Essential Functions the Associate Planner will be expected to fulfill: 
  1. Reviews and recommends feedback on District, local, and other plans and reports. Confers with representatives from relevant stakeholder groups to gain additional information and clarity around questions that may arise during the review process.
  2. Provides technical assistance to various stakeholders via meetings, phone conversation and emails. Responds to inquiries and complaints. Explains District codes, policies, standards, and procedures as they relate to local and other long-range planning activities.
  3. Provides administrative, logistical and technical oversight by tracking various planning efforts. This may include but is not limited to concept, comprehensive, master, transportation, and regional plans. 
  4. Provide logistical support to District planning efforts by scheduling meetings, helping prepare agenda and content, as well as helping develop outreach and engagement materials. 
  5. Represents the District at both public and private meetings with development professionals and city/county sta? as a member of technical advisory groups as appropriate. 
  6. Provides technical support within the District, partner cities and Washington County. Serves as a point of contact for employees with questions regarding planning activities.
  7. Assists in developing strategies for increasing coordination amongst land-use, transportation, economic development, and other planning disciplines with District activities.
In addition to the Essential Functions above, the Senior Planner may also be assigned the following Essential Functions:
  1. Conducts analysis of land-use, housing, economic, and other data.
  2. Manages planning projects from start to finish including proposal and scope development, contract tracking, reviewing invoices and deliverables, and consultant oversight
  3. Leads studies and analysis related to land-use, buildable lands, and other data that impacts how the District plans for current and future development.
  4. Writes staff reports and recommendations, issue papers, and ordinance exhibits related to the coordination between local and District standards.
  5. May provide periodic updates to senior leadership, committees, boards, and other oversight groups
In addition to the Essential Functions above, the Principal Planner may also be assigned the following Essential Functions:
  1. Serves as a Division subject matter experts on a wide range of planning topics including but not limited to housing, UGB expansion, transportation service delivery, and development finance.
  2. Works with in conjunction with direct supervisor and Division Manager, Department Chief, and other leadership to develop and implement work program and priorities.
  3. Coordinates with Government Affairs staff on tracking and analysis of proposed legislation of interest
  4. Serves on local technical working groups and state and regional technical working groups as needed.
  5. Assists the Division manager on policy development related to long-range planning activities.
  6. Maintains relationships with upper-level local planning staff and other agencies as appropriate.

Qualifications
KNOWLEDGE OF:
  • Land-use processes including development review, permitting, and related
  • Utility and infrastructures role in local planning and development activities
  • Principles and practices of project development, scheduling, and management 
  • Pertinent Federal, State and local laws, codes, and regulations
  • County and city land-use planning, permitting, policies, and procedures
  • GIS and related analysis
  • Principles of integrated planning
SKILL IN:
  • Use of computers and software for database management, word processing, spreadsheets, and office applications
  • Reading and interpreting standards, development code, and maps
  • Record and file management both digital and hard copy
  • General mathematics and statistics
ABILITY TO:
  • Balance multiple projects
  • Understand and follow oral and written directions, policies, procedures, and standards
  • Prepare and maintain accurate files and records
  • Prepare statements and reports related to the permitting process
  • Establish and maintain effective working relationships with a broad range of stakeholders
  • Operate effectively in a team environment

EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be: 
 
Planner
2+ years of experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas; and college level course work in urban planning, public administration, geography, or a related field, OR
 
1+ year(s) of experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas; and Bachelor’s degree in urban planning, public administration, geography, or a related field.
 
Senior Planner
3+ years of experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas.; and college level course work in urban planning, public administration, geography, or a related field, OR
 
2+ year(s) of experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas; and Bachelor’s degree in urban planning, public administration, geography, or a related field.
 
Principal Planner
5+ years of experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas.; and college level course work in urban planning, public administration, geography, or related field, OR
 
4+ year(s) of experience in land use planning and development, community design planning or regional transportation planning, city or community planning, or related areas; and Bachelor’s degree in urban planning, public administration, geography, or a related field.
 
CERTIFICATION AND LICENSURE REQUIREMENTS: 

Candidate must possess and maintain a valid state issued driver’s license.
