Positions & Duties
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Supervising Environmental Services Specialist classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption.  

The Environmental Services Department is currently hiring for two (2) Supervising Environmental Services Specialist (SESS) positions in the 1) Integrated Waste Management division and, 2) Sustainability and Compliance division. These SESS positions will be located at San Jose City Hall 200 E. Santa Clara Street, San Jose, CA 95113, and may have an option for a hybrid schedule.

About the Integrated Waste Management Division and Position:
ESD’s Integrated Waste Management (IWM) Division leads one of the largest and most aggressive solid waste management systems in the United States through creativity and innovation. Division staff collaborate with other City departments and establish strong partnerships with private companies, other government agencies, nonprofits, and the community on a variety of key efforts. Experience fast-paced work and learn new skills that contribute to the bigger purpose of protecting the environment at a local level.  

The Integrated Waste Management division is hiring to fill one (1) SESS position in the Business and Civic services section. This position oversees the City’s commercial solid waste, construction & demolition (C&D), and development review programs.

About the Sustainability and Compliance Division and Position: 
The Sustainability and Compliance Division is involved with establishing environmental policies and programs; implementing health, safety, and compliance activities; advancing clean energy technology; and integrating green practices into City and community activities. The Sustainability and Compliance Division’s initiatives are implemented through four sections: Energy and Green Building Programs, Environmental Compliance Safety, Legislation, Policy and Grants, and Water Pollution Control Air Compliance.  

The Sustainability and Compliance Division’s Sustainability & Policy Team is hiring to fill one (1) SESS position. As part of the Sustainability & Policy (SuPo) workgroup, this position oversees the Energy and Water Building Performance Ordinance (BPO) program, which requires owners of large buildings in San José to benchmark energy and water use. BPO staff annually ensures compliance for more than 2,000 local buildings. The BPO is beginning its 3rd phase of implementation with the rollout of Beyond Benchmarking, where a subset of covered building owners must demonstrate either satisfactory building performance or undergo actions for efficiency improvement. This position supervises an Environmental Services Specialist and an AmeriCorps Fellow (scheduled to start January 2023).

Qualifications
1. Education: A bachelor's degree from an accredited college or university.
2. Experience: Four (4) years of increasingly responsible experience in developing, promoting, and/or implementing environmental programs (e.g.: programs in air quality, integrated waste management, biology, agriculture, energy, forestry or parks, habitat restoration, wastewater, water resources, stormwater, archaeology, geology, resource conservation, industrial or environmental health and safety, or any program emphasizing environmental sustainability or environmental regulatory compliance), including two (2) years of experience leading people or projects.

Relevant experience in environmental services programs typically includes preparing outreach/educational materials, conducting survey work, tracking, and monitoring deliverables, coordinating special events, promoting programs, implementing new programs, policy development, planning and permitting, grants or contracts administration, analyzing data and creating reports, and/or tracking budgets.

Acceptable Substitution:
• A master’s degree from an accredited college or university in environmental studies or related field may be substituted for one (1) year of the required experience in developing, promoting, and/or implementing environmental programs.
• Additional years of experience in developing, promoting, and/or implementing environmental programs may be substituted for the bachelor's degree requirement on a year-for-year basis. 

3. Licenses or Certificates: Designated positions may require a valid State of California Environmental Health Specialist registration pursuant to California Health & Safety Code, Sections 106600-106735.
