IT Business Analyst - Journey

The Solid Waste Management (SWM) program is looking to fill an IT Business Analyst - Journey position. The position can be located in any one of our offices listed below:

Headquarters Office in Lacey, WA.
Northwest Region Office (NWRO) in Shoreline, WA.
Central Region Office (CRO) in Union Gap, WA.
Eastern Region Office (ERO) in Spokane, WA.

Upon hire, you must live within a commutable distance from the duty station.

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive if the position ends up being based in King County.  

In this position, you will provide information, tools, and services that support program staff and managers in their efforts to meet agency and program missions. You will apply in-depth business expertise and analytical processes to the planning, design, and implementation of IT systems to meet the needs of the SWM program. You will collaborate with business experts to complete business analysis for software applications and reporting solutions that provide tools to assess the state of the SWM program’s responsibilities, respond to public information requests, oversee product stewardship programs, manage product-specific programs and annual reporting functions for solid waste management facilities, and other programs.

The SWM program believes in its mission. The work we are undertaking with manufacturers and business owners to uphold our laws and regulations around plastics, compostable products, and single use service ware is exciting and challenging. The opportunities our work provides for Washingtonians is groundbreaking and a model many other states are looking at, so doing it well is an imperative. Some of the other responsibilities of this position include:
  • Participate in and coordinate testing with SWM subject matter staff and outside users of SWM IT systems.
  • Train program staff on the operations of SWM IT systems.
  • Help configure systems with subject matter experts and application developers on similar yet separate IT systems.

Program Mission: The mission of the Solid Waste Management (SWM) program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.

Duties

What makes this role unique?
In this role, you will be responsible for developing detailed software requirements that are given to our application developers to develop information systems and reporting solutions. You will also work as a Software Tester responsible for developing a suite of software test plans and for carrying out testing on custom developed software applications which support the Solid Waste Management (SWM) program. Additionally, you will serve as our administrator and update Information Technology Services Office (ITSO) documents related to SWM application inventory and set priorities in our agile environment.

 What you will do:
 
  • Facilitate requirements-gathering meetings across multiple SWM business units to determine needs, define and solve problems to gain an understanding of technology business requirements for software development or process improvement projects.
  • Maintain project and IT development schedules, agendas, and serve as a consultant during engagement with interested parties.
  • Document and translate business requirements into IT systems requirements so that they are testable and traceable to ensure traceability of the requirements throughout the Software Development Life Cycle.
  • Develop use cases, user stories, test plans, and scripts, to foster a high degree of collaboration between business and development teams to ensure end-user requirements are met.
  • Direct quality assurance efforts by developing software test plans and coordinating user testing.
  • Evaluate new and changing business or interested party requirements to assess their impact to the SWM program and help develop solution scope and schedule.
  • Developing training curriculums to include data dictionaries, end-user guidance documents, and training videos, so that end-users are proficient in using SWM applications.
  • In collaboration with the Technical Services Unit supervisor, project manager, and application developers lead an agile approach to our work and help set work priorities.
  • Perform other duties as required, including:
  1. Keeping current with industry standards and practices for business analysis by attending classes, seminars, webinars, and Ecology’s Business Analyst Forum, and reading industry publications to ensure Ecology IT projects adhere to best practices related to business analysis.
  2. Coordinating SWM application inventory and other requirements with the ITSO division.
  3. Providing end-user support as needed.



Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
A total of six years of experience and/or education as described below:

  • Professional experience in: business analysis of Information Technology (IT) projects and/or agency-wide initiatives.
  • Education involving: a major study in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration, or closely related field.
