Health, Safety, and Environmental Compliance Specialist

Job Summary:
This position is in support of the NOAA Great Lakes Environmental Research Laboratory (GLERL) in Ann Arbor, MI, as well as the Lake Michigan Field Station in Muskegon, MI.
This specialist will maintain safe working conditions for a multi-employer operation and prevent or eliminate damage to the environment, in compliance with Department of Commerce and NOAA directives concerning workplace safety and environmental compliance, OSHA Occupational Safety and Health Standards, the National Environmental Policy Act (NEPA), EPA and Michigan hazardous waste regulations, and other pertinent laws and regulations.

Responsibilities Include:
  • Developing, coordinating, and overseeing existing environmental health and safety programs in compliance with NOAA, EPA, MI DEQ, OSHA, NRC, and GSA regulations, directives, procedures, and policies
  • Maintaining established specialized programs, including training and awareness programs, assessment and inspection programs, health and safety standards procedures, safety training for newly assigned lab personnel, and making recommendations to management on changes/improvements
  • Accounting for and maintaining hazardous waste products, ensuring proper waste characterization, storage and collections are in compliance with existing standards and regulations
  • Documenting and maintaining procedures
  • Scheduling hazardous waste pickups with vendors
  • Ensuring all regulatory standards in regard to storage, labeling, and transport of materials are followed, including hazardous waste manifest documentation
  • Performing various inspections within the laboratory, to include but not limited to:
  • fume hood evaluations
  • machine guards
  • fire extinguisher inspections
  • eyewash stations
  • Maintaining various safety devices and supplies, to include but not limited to:
  • first aid kits
  • AED devices
  • fire extinguishers
  • Preparing various reports for submission to higher headquarters after local review
  • Posting OSHA 300A summaries and maintaining OSHA logs
  • Coordinating and conducting safety meetings, events such as evacuation drills and AED/CPR training, and boards within the laboratory
  • Maintaining the staff safety training database and Safety Data Sheet
  • Reviewing and updating existing written plans in accordance with regulatory timelines
  • Conducting and documenting surveillance of programs, and briefing management on outcomes of observations
  • Specialized programs include, but are not limited to:
  • Chemical Hygiene Plan
  • Hazard Communication plans
  • Occupant Emergency Plans
  • GLERL's Annual Execution Planning
  • Fall Protection
  • Lock Out Tag Out
  • Hazardous Waste Management Program
  • Representing GLERL in NOAA level Safety, Environmental Compliance, and NEPA meetings
  • Managing safety orientations and reviews
  • Monitoring safety products and practices
  • Selecting, recommending for purchase, and stocking gloves, safety glasses, waste containers, and other items related to safety
  • Maintaining documentation of materials
  • Supporting hazardous waste shipments, which will occur bi-annually, or within the specified time frame of the accumulated product based on generator status
  • Carrying out and documenting inspections as required by policy and regulation
  • Ensuring all devices and supplies are serviceable and in working order
  • Rendering reports to comply with existing regulatory requirements and documents on file
  • Planning and coordinating meetings/events with key laboratory leadership
  • Summarizing and communicating oversight of staff training to staff leadership, to include the status of training for lab employees

Required Qualifications and Skills:
  • Advanced knowledge of the theories, principles, and methods of a safety officer in the professional field, with the ability to conduct, recommend and advancement of our safety program, and provide consultation in the specialty
  • Hazardous Waste Shipping experience, training, and certification (DOT and hazardous waste)
  • Certified safety professional with knowledge of OSHA regulatory requirements
  • Formal education in Environmental Health and Occupational Health at minimal degree levels
  • Knowledge of Microsoft Office applications (MS Word, Excel, and PowerPoint)
  • Adaptive to Government automated systems and processes
  • The ability to lift materials not in excess of 40 lbs.
  • Valid state driver's license

Desired:
  • Industrial Hygienist certification
  • Knowledge of Google Suite products, to include email, drive, calendars, and documents
  • Knowledge of Adobe Creative Suite products

Work Setting and Environment:
  • Monday through Friday, flexible between 2 to 10 hours per day, not to exceed 40 hrs. per week
  • Work is to be performed at Ann Arbor, MI with occasional travel to Muskegon, MI
  • On-site federal contractors, in federal buildings or on federal lands must comply with CDC guidelines with respect to wearing masks, maintaining physical distance, and other public health measures
