Summary

This position is in Region 5, Water Division, State and Tribal Programs and Support Branch, section 2.

If selected, you must physically report to the duty station stated in this announcement on a regular basis. This is an office-centered position. Partial work-from-home flexibilities may be authorized.


Duties

At the entry level of this position, you will:
-Evaluate financial data and reports of average difficulty to determine the financial health of State Revolving Fund (SRF) programs. Generate and interpret accounting and financial reports from EPA databases to assist management and regional Project Officers with oversight and administration of Federal Financial Assistance Agreements. 
-Review and analyze Intended Use Plans, annual reports, financial statements, and other pertinent documents to determine state and recipient compliance with the Clean Water Act, Safe Drinking Water Act and loan agreements; identify unusual items in financial statements that might distort the financial condition SRF programs; perform transaction testing.
-Serve on a team of multi-disciplined technical, financial and administrative personnel in conducting a complete oversight review of state and SRF recipients' performance in meeting program requirements. Review the financial and accounting aspects of state SRF programs to identify potential problems and makes necessary recommendations which may require the development of new methods and procedures in the Program Evaluation Report. 
-Provide basic interpretations of regulatory and policy changes focusing on accounting and financial aspects to keep both grantees and pertinent regional staff informed.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
