Network Systems Analyst I - Data Communications

Description
DEFINITION
Incumbents design, analyze, install, maintain and implement the Department-wide computer network systems and related equipment.
 
DISTINGUISHING CHARACTERISTICS
This is the journey level class within the Network Systems Analyst series. Incumbents work with relative professional independence on assignments based on prior formal training, acclimation to the LVMPD operational environment received during probation, as well as clear precedents and operational criteria of the Department. Occasional guidance obtained from the direct supervisor, advanced journey workers, and/or lead workers is related to project details, special methods, or other technical matters not covered in, or readily discerned from, the operational manual or prior training.
 
SUPERVISION RECEIVED AND EXERCISED
Receive general supervision from Manager (IT); receive functional supervision from lead worker and technical and project oversight from advanced journey workers.
 
Minimum Qualifications

Experience and Training/Education Requirements
Possession of a Bachelor's degree from an accredited college or university in computer science, computer programming, information technologies, or a closely related field; or
 
An equivalent combination of education and experience in supporting or maintaining wide and/or local area network communication systems, including router/switch hardware, cabling, networking transport protocols, and network monitoring system software; or equivalent combination of education and experience in supporting or maintaining server hosting infrastructure including server hardware, storage arrays, cloud services, messaging systems, directory administration and user application software. 
 
Licenses and Certifications:
  1. Possession of, or the ability to obtain, a valid, appropriate Nevada driver license.
  2. Possession of any of the following certifications is desirable: Certifications obtained through the American Management Association, Microsoft Certified Professional Program, Cisco Internetworking Certification Program, Certified Information Systems Security Professional, or any other approved professional management/supervisory and/or information technology certification.
 
CONDITIONS OF EMPLOYMENT
        Incumbents:
  1. Are expected to pass a Bureau proficiency test upon completion of 24 months of service to obtain Conditional Progression to Network Systems Analyst II.
  2. Are subject to callout on a 24-hour basis, which requires the employees to live within the jurisdiction of LVMPD, i.e. a 25-mile radius starting at Sahara and Valley View Blvd.
  3. Are required to maintain a valid, appropriate Nevada driver license.
Essential and Marginal Functions
ESSENTIAL FUNCTIONS
 
  1. Exemplify the Department values, both on and off duty.
  2. Design, analyze, evaluate, capacity plan, procure, install, configure, test, maintain and/or document the Department-wide computer network systems and related equipment, including network hardware, software, and communication and connectivity devices in accordance with established procedures and security needs.
  3. Perform project management functions, including coordinating all resources assigned to a project, developing project plans, scheduling, defining tasks, assigning resources, performing technical evaluations, and leading project personnel.
  4. Troubleshoot and resolve hardware and software problems on routers, switches, file servers, personal computers and peripherals, using a variety of specialized diagnostic tools and equipment, as needed.
  5. Administer and maintain network and desktop accounts.
  6. Maintain network security authentication.
  7. Administer the Department e-mail system; configure and optimize agents to ensure all post offices can communicate with one another.
  8. Assist telecommunications vendors to design, maintain, and troubleshoot copper and fiber optic cabling and equipment.
  9. Coordinate upgrades to existing computer communications, file servers, and other network equipment and software to prevent obsolescence.
  10. Participate in the planning, coordination and implementation of wide area network connectivity, as needed.
  11. Stage and configure equipment, as required, for integration into the network, including routers, switches and servers.
  12. Provide technical advice to other technical staff and Department members.
  13. Identify, plan, and implement disaster planning and data recovery, including file backup, restoration, and disk imaging.
  14. Prepare, write, review, test, and maintain operational procedures and other related technical materials.
  15. Maintain and support external applications, as needed.
  16. Serve on a variety of committees, project teams and task forces.
  17. Stay abreast of new trends and innovations in the field of information technology; make recommendations to improve effectiveness and efficiency of operations.

Working Conditions

Environmental conditions:
Depending on assignment, may be exposed to typical hazards and discomforts associated with urban and rural traffic and road conditions; environment typically associated with physical site inspections in various urban and rural areas; inclement weather; emergency response center environment; office environment; exposure to computer screens.
 
 
Physical conditions:
1.    Vision sufficient to read the computer screen, as well as fine prints in documents.
2.    Hearing sufficient to hear conversations and directions in person and over the telephone.
3.    Dexterity and mobility sufficient to work in the office, use standard office equipment, drive a motor vehicle to visit various Department offices, and, if assigned, conduct travels both within and outside the state.
4.    Strength sufficient to lift and carry light items, such as stacks of files
5.    Endurance sufficient to stand or sit for long periods of time, as necessary.


Position Description
Salary Information:
The salary for this position is negotiated through a collective bargaining agreement. All new employees will be hired at the minimum salary in the range and will be eligible for merit increases until reaching the maximum salary in the range.

Minimum Qualifications/Position-Specific Conditions

Training, Education and Experience
  • Possession of a Bachelor's degree from an accredited college or university in computer science, computer programming, information technologies, or a closely related field; or

If you successfully complete the above selection process, you will undergo a thorough background investigation, including a polygraph exam. A polygraph examination can be stressful and may affect existing medical or psychological conditions or ongoing treatment. Candidates are encouraged to consult with their personal physicians to discuss whether the polygraph will affect a condition or treatment and then follow the guidance of their medical professional.
 
The background investigation takes approximately 90 to 120 days to complete.
