The State Water Resources Control Board has an opening for a Staff Services Manager I position in the Communications Office. The position is located at 1001 I Street, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

This position reports to the CEA B. This position will serve as a Racial Equity Program Manager and will coordinate with all Water Boards' regions, divisions, offices and programs to plan, design, assess, and advance their racial equity and environmental justice actions and track the performance of these efforts.

Please note: this position is currently part of an office reorganization effort and the position will soon have a different reporting structure. This position will be working closely with the Office of Public Participation. The Office of Public Participation ensures Water Boards decision-making processes involve the public and uplift the voices of environmental justice communities and California Native American tribes. The Office of Public Participation achieves this by designing and implementing effective stakeholder involvement processes, providing resources for language access, assisting in public outreach, facilitating meetings, offering capacity building opportunities, and coordinating government-to-government consultations.

Duties:
  • Provide consultation, advice, and recommendations to all Water Boards regions and programs regarding approaches to operationalize racial equity and environmental justice and on Water Boards best practices in outreach to and engagement with Black, Indigenous and people of color communities and tribes on water issues.
  • Develop and manage programs, projects, and initiatives related to racial equity and environmental justice.
  • Develop anti-racist initiatives, such as programs, projects, events, communications campaigns, and meetings, that center Black voices and voices of Indigenous and people of color and aim to dismantle anti-Blackness and other forms of racism.
  • Utilize best practices in racial equity and environmental justice, as well as change management principles, to pilot and implement sustainable programs and policies. 
  • Track progress on external-facing actions included in the Racial Equity Action Plan and work with relevant Water Boards staff to develop quarterly and annual progress reports.
  • Develop strategies, tools, guidance, trainings, and resources to advance racial equity and environmental justice in alignment with the Water Boards mission and values, the State Water Board’s Racial Equity Resolution and associated Racial Equity Action Plan, legislation such as AB 2108 (2022) and AB 2877 (2022), and Executive Order N-16-22.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
