Energy Efficiency Program Manager - JC-402295

Under the general direction of the Division Director and Deputy Directors, the Branch Manager is responsible for the planning, scheduling, and execution of all activities of the Energy Efficiency Branch. The Branch Manager position is a major leadership role within the Division, tasked with strategically guiding the work of the program and project supervisors as well as analysts and engineers.

 

The Branch Manager is responsible for coordinating the work of the Branch, as well as representing the Division and the Commission in various settings including interagency meetings, interdivisional meetings, legislative briefings, and technical conferences. The Branch Manager directly supervises the work of four supervisors and their sections, coordinates the Branch’s work with other Energy Division branches and other Commission divisions, as necessary, and actively participates as a member of Energy Division’s management team. The Branch Manager’s primary responsibilities include providing technical expertise and input on Branch activities; working closely with Section supervisors to oversee Branch activities and staff, including staff assignments and general workload; work product review, including ensuring policy consistency and work product quality; staff development and appraisal, including training, hiring and promoting, employee reviews, and discipline; and general administrative duties for the Branch and Energy Division.
 

The Energy Efficiency Branch is responsible for in-depth economic, financial, consumer policy and administrative studies associated with Commission-authorized energy efficiency portfolios that are administered by the investor owned utilities (IOU) and other third party implementers (Community Choice Aggregation, etc.). The branch provides analytical and policy support to the Commission, decision-makers, and other Energy Division teams on policies related to energy efficiency.
 

Branch activities include:

  • Technical and policy development assistance on the design, implementation, and evaluation of the energy efficiency portfolios in each IOU’s service territory.
  • Providing staff assistance to administrative law judges on formal proceedings, drafting resolutions, and processing advice letters.
  • Understanding and implementing Commission policy on new and continuing issues in coordination with the California Energy Efficiency Collaborative, the Commission’s evaluation contractors, and internal and external auditors.
  • Overseeing energy efficiency portfolio activities, ensuring those activities are in compliance with administrators’ business plans, making recommendations to change Commission policy regarding efficiency program activities, and reviewing implementation plans to ensure that administrators’ business plans are reflected in them.
  • Coordinating policy development and implementation with both the California Energy Commission (CEC) and Independent System Operator (CAISO).
