The State Water Resources Control Board’s, Colorado River Basin Regional Water Quality Control Board has an opening for a Water Resource Control Engineer in the National Pollutant Discharge Elimination System/401 Water Quality Certification (NPDES/401 WQC) Unit. The position location is 73-720 Fred Waring Dr. Suite 100, Palm Desert, CA 92260.
Duties: Under the close supervision of a Senior Environmental Scientist, and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. This position is to implement the National Pollutant and Discharge Elimination System (NPDES) program. Specific responsibilities include: Working cooperatively with and being responsive to federal, state, and local governmental agencies and the public: reviewing Reports of Waste Discharge and drafting NPDES permits/waste discharge requirements (WDRs): conducting inspections of NPDES facilities to determine compliance with Board requirements: evaluating technical data from observations, self-monitoring reports, technical reports, and field sampling data to ascertain whether dischargers comply with the NPDES permits/ WDRs. In addition, the incumbent evaluates sampling points and laboratory techniques: coordinates enforcement with the State Board Office of Enforcement: performs compliance audits and inspections: drafts recommended appropriate follow-up actions to bring violators into compliance with Board orders and policies, including informal and formal enforcement actions such as Cease and Desist Order, Cleanup and Abatement Orders, and Administrative Civil Liability Complaints: participates in meetings with engineers, Office of Enforcement staff, and technical staff from other agencies, local governments, and consulting firms as the prosecution team member for the Regional Water Board: uses communication skills and engineering knowledge and judgment to clarify and/or interpret Water Boards’ policy, water quality standards, and objectives. Implements the 401 Water Quality Certification (401 WQC) Program: uses engineering skills and judgment to review 401 WQC applications, Department of Fish and Wildlife agreements, federal permits, California Environmental Quality Act (CEQA) documents; issues public notices; conducts CEQA if necessary; enter and query information in the California Integrated Water Quality System (CIWQS) database and Stormwater Multiple Application and Report Tracking System (SMARTS); conducts site inspections and issues 401 WQC letters.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
