Join our team as an Associate Governmental Program Analyst playing a crucial role in annual water use reporting, water rights fees, and related programs. In this dynamic role, your experience in project management, analytical thinking, communication, and leadership will contribute to the success of the Water Rights program. You will play a pivotal part in ensuring accurate reporting, compliance, and effective stakeholder engagement. The State Water Resources Control Board’s Division of Water Rights has an opening for an Associated Governmental Program Analyst in the Reporting and Quality Assurance Unit. This position is located at 1001 I Street, 14th Floor, Sacramento, CA 95814, right in the heart of downtown next to light rail stations and other public transportation. 

 

Duties: 

Annual Water Use Reporting:

-Develop and implement procedures for timely and high-quality data collection from reporters.

-Coordinate with Water Rights program staff to oversee business processes and recommend improved procedures.

-Ensure timely communication of new laws and regulations to stakeholders.

-Respond to inquiries about annual water use reporting from internal staff and the public.

Water Rights Fee Program:

-Lead the Water Rights Fee program, managing schedules and coordinating tasks across units and agencies.

-Conduct research, analyze findings, and make independent decisions on fee liabilities.

-Collaborate with stakeholders to update accurate billing information in databases.

-Consult with legal staff on fee-related litigation matters.

-Ownership Change and Contact Updates:

-Lead a team responsible for ownership change and contact information updates.

-Develop processes, solicit feedback, and prioritize workloads.

-Coordinate with external agencies for reconciling ownership and address information.

-Collaborate with enforcement staff on complex ownership issues.

Communication and Outreach Support:

-Manage communication and outreach for Water Right programs.

-Update and maintain the team's SharePoint site, prepare website updates, and craft outreach emails.

-Ensure document accessibility standards are met for created forms and documents.

-Represent the State Water Board in education and outreach workshops.

 

Additional information: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and the ability to perform the assigned duties of the class. If the position requires driving, you must possess a current and valid driver’s license. Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Job Type: Full-time

Salary: $5,518.00 - $6,907.00 per month
