Senior Environmental Section Planner (Environmental Planner 4)

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Senior Environmental Section Planner (Environmental Planner 4) position. This position is located in our Southwest Region Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
 
As the Senior Environmental Section Planner, you’ll serve as a liaison with local governments and applicants of TCP’s Remedial Action Grant and Affordable Housing Grant Programs to provide information and support on grant laws, rules and guidance. You’ll track contract progress and work with the Environmental Protection Agency (EPA), state agencies, local governments, and environmental consultants who contract with TCP to do cleanup work under the Model Toxics Control Act (MTCA). You’ll also provide internal strategic and operational planning, leadership, and services such as section performance measurement. Utilizing budget, workforce, and site management databases, you’ll also prepare section plans and other strategic documents.
 
In this role, you’ll also work to ensure that cultural resource consultations and Tribal Engagement plans are completed for cleanup site throughout the Southwest Region. You’ll accomplish this work with Cultural Resource Specialists within the program, site managers, the Department of Archaeology and Historic Preservation (DAHP), and with Tribes.

Duties

 

 

What makes this position unique?
As Senior Environmental Section Planner, you will make a direct impact in working with local governments and applicants of TCP’s Remedial Action Grant and Affordable Housing Grant Programs. By liaising with these applicants, you will help them better understand the rules, policies, and structure around the grant process, while coordinating internally to score and award grants. You’ll design, analyze, and interpret data in order to help determine cleanup priorities, staffing levels, budgetary decisions, and legislative reporting requirements. In this role, you’ll also work with Washington’s Department of Archaeology and Historic Preservation (DAHP) and impacted Tribes before cleanup work begins on any sites to assess and identify any cultural resources that could be impacted. You’ll also lead strategic planning and project management for certain contractual agreements including public, stakeholder, and tribal involvement efforts. You will also have a key role in shaping Environmental Justice Assessments, as required by Chapter 70A.02 RCW, by serving on a program and agency workgroup.
 
What you will do:
 
 

  • Analyze and interpret data, design reports for section grant tracking, program planning and prioritization, staffing, contracts and reporting requirements.
  • Work with applicants to provide information, laws and guidance regarding cleanup grant opportunities.
  • Work with the program’s Financial Service Unit (FSU) team and Site Managers for the development, execution, management and closeout of grants and contracts for a diverse range of cleanup projects.
  • Conduct cultural resource consultations, in accordance with Governor’s Executive Order 21-02 and Section 106 of the National Historic Preservation Act, for all applicable section projects requiring review.
  • Ensure the section follows Environmental Justice initiatives and Title VI and meets Healthy Environment for All (HEAL) Act requirements in cleanup projects.
  • Ensure that projects are in alignment with Environmental Justice Community Engagement Plan and Tribal Engagement and Consultation Plan.
  • Work with the Section Manager to review performance data and trends information in order to assess strategic performance.

 

 

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Option 1:
 

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND
  • Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

 
Option 2:
 

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND
  • Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

 
Option 3:
One year of experience as an Environmental Planner 3, at the Department of Ecology.
 

 

Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver's license.
