The State Water Resources Control Board (State Water Board), Division of Water Rights has an opening for a permanent, full-time Senior Water Resource Control Engineer (Supervisor) to work in the Division of Water Rights’ (Division) Cannabis Section as the supervisor of the Cannabis Regional Instream Policies Unit.  The position location is 1001 I Street, Sacramento, CA 95814.

Duties:

Under the general direction of an Environmental Program Manager I (Supervisory) of the Cannabis Section, the incumbent will supervise the Cannabis Regional Instream Policies Unit (Unit).  The Unit is an interdisciplinary team tasked with the development of long-term policies for water quality control throughout California to support the Department of Cannabis Control’s Licensing Program and to ensure that water diversions and discharges associated with cannabis cultivation do not affect the water quality and instream flows needed to support aquatic resources. The Unit’s work is required by Water Code section 13149. This work is of importance to the State Water Board and is often controversial.

The incumbent will supervise, direct, and review the work of technical staff in the Unit, including the scientific, water quality, engineering, and other components of establishing long term instream flows and other requirements to protect aquatic resources with consideration for other beneficial uses of water. The incumbent will conduct and oversee coordination and outreach related to the development and implementation of instream flows and other related requirements (principles and guidelines). The incumbent is responsible for staff recruitment, hiring, development, performance evaluations, discipline, and other related work. The incumbent is also responsible for the preparation and presentation of briefing materials and other information necessary to inform the State Water Board’s Executive management, State Water Board members, and public of the Unit’s work.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
