Virginia Water Protection - Permit Writer / Inspector

The Virginia Department of Environmental Quality, Piedmont Regional Office, seeks a qualified individual to conduct compliance inspections and process permit applications in accordance with the Virginia Water Protection (VWP) Permit Program. The selected candidate will provide responses to unpermitted pollution incidents reports in state waters, perform VWP Permit compliance inspections in order to ascertain compliance status of facilities, and provide technical assistance to landowners and permit holders. This position will also review permit applications and permit related operation-design submittals for applicability and completeness; develop and write technically and procedurally accurate and enforceable permits for issuance in a timely manner; provide recommendations and support for approval of plans, specifications and other value engineering documents; and provide technical support for permit related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly and consistently.

Minimum Qualifications

Knowledge of wetland science and environmental engineering principles and practices gained through education and/or work experience. Knowledge of federal and state wetland and water pollution control laws and regulations. Ability to communicate and negotiate effectively, both verbally and in writing. Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management). Ability to read, interpret and properly apply complex policies, guidelines and regulations. Ability to read and evaluate applications and engineering analyses, permits and related correspondence. Knowledge, skills and abilities to collaboratively work in a team environment. Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission.

Additional Considerations

Certification as a Professional Wetland Scientist, Professional Wetland Delineator, Virginia State Waters Delineator, or as a Soil Scientist. Erosion & Sediment Control Inspector certification is beneficial. Previous related experience, A combination of training and/or course work in a related field, and training in wetland identification and delineation. Previous experience in field investigation and developing and writing technical reports to document observations and findings.
