Senior Water Quality General Permit Writer (Environmental Specialist 5)

 

The salary listed above includes the 3% pay increase that goes into effect on July 1, 2024.

The Water Quality Program within the Department of Ecology is looking to fill a Senior Water Quality General Permit Writer (Environmental Specialist 5) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

 

Play a crucial role in finalizing and implementing one of the Water Quality Program’s largest general permits as a senior program expert! You will be responsible for writing and helping to defend the Industrial Stormwater General Permit, which is currently out for public comment. You will respond to comments, and integrate any relevant comments into the final permit. You will interpret the active/effective general permit, contribute your expertise to a larger group of water quality permit writers, and lead a Permit Implementation Team. 

 

Additionally, you will serve as the chair the Water Quality Program’s General Permit Writers' Workgroup, where you will work with a meeting facilitator and the workgroup to establish best practices, work together towards common goals, troubleshoot issues, and guide the ongoing development of a General Permit Writer’s guide. In this role, you will move forward guidance chapters towards finalization, which will ensure consistency and continuity for our permits and permit writers. 

 

You will also collaborate closely with regional colleagues, industry and non-governmental organizations, and other interested parties.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to a 90% telework schedule with the expectation of working in the office one day every two weeks.

Duties

 

 


What makes this role unique? 
As the Industrial Stormwater Permit writer, you will pay an integral role in issuing a high-profile water quality permit that regulates stormwater at industrial facilities across the state. You will join a team of kind, curious, intelligent, and dependable people who support one another professionally. This team covers over 20 general permits.
 
 
What you will do: 
 

  • Respond to public comments on the draft permit and integrate relevant changes into the final permit (issuing December 2024).
  • Collaborate with interested parties on a variety of complex issues.
  • Assist program management and the Attorney General on appeals of permits, permit coverage decisions, administrative orders, penalties, and other agency actions.
  • Provide technical assistance to legal counsel as any involved parties. 
  • Serve as an expert witness in judicial proceedings and public hearings.
  • Function as the agency expert for the development, implementation, and evaluation of state and federal permitting programs to mitigate and prevent environmental contamination or damage related to industrial stormwater practices and facilities.
  • Facilitate and lead monthly Permit Implementation Team meetings to resolve issues, establish processes, review submissions from permittees, and establish best practices as a cohesive team.
  • Assist team members involved in permit compliance by conducting inspections, writing inspection reports, and communicating findings to facilities to provide for permit compliance as well as reviewing discharge monitoring reports, investigating permit violations, responding to complaints, and identifying corrective actions. 
  • Works with the section’s compliance officer to develop compliance strategies ranging from technical assistance to penalties and orders.
  • Draft and review agency rules, policies, and guidelines related to general permits and stormwater management. 
  • Respond to inquiries and requests for information from involved parties, legislators, and members of the public.

 

 

Qualifications

 

Required Qualifications:


Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent


Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

 

A total of ten (10) years of experience and/or education as described below:
 

  • Experience in environmental analysis or control, or environmental planning. Experience may include:
    • Knowledge of: state, federal, and local environmental regulations and policies related to stormwater control and water quality standards; methods for the development of an environmental regulatory program or complex study; multimedia environmental principles and practices. 
    • Ability to: identify and assess program service delivery needs and requirements; recognize emerging issues and conduct advance planning to address those issues; represent program or agency management on complex or controversial issues with other agencies, jurisdictions, or interest groups; effectively negotiate and resolve conflict; effectively communicate technical information clearly, both orally and in writing; demonstrate a high degree of technical expertise in a particular field or specialty as shown through the publication of papers in peer reviewed and scientific or technical journals and/or the presentation of papers at professional conferences; lead and guide others.

 

  • Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.

Combination 2; 30-59 semester or 45-89 quarter college credits; 9 years of experience

Combination 4; 90-119 semester or 135-179 quarter college credits; 7 years of experience

Combination 5; A Bachelor's Degree; 6 years of experience

Combination 6; A Master's Degree; 4 years of experience

Combination 7; A Ph.D.; 3 years of experience

 

OR


 

One (1) year of experience as an Environmental Specialist 4, at the Department of Ecology.



Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver’s license. 


 


Desired Qualifications:

  • Experience writing or reviewing pollution prevention plans, wastewater or stormwater discharge permits, and/or water quality certifications. 
  • Regulatory experience, including as a regulator or a regulated entity. 
  • Experience applying, interpreting, and/or enforcing state water quality laws or regulations.
