The State Water Resources Control Board, Los Angeles Region, has an opening for an Environmental Scientist in the TMDL and Wetland and Riparian Protection Unit, as part of the Clean Water Act (CWA) Section 401 Certification and Waste Discharge Requirements Program for dredge and fill activities (401 Program). The position is located at 320 W. 4th St, Suite 200, Los Angeles, CA 90013, right in the heart of downtown, next to a subway rail station and other public transportation.

As part of the 401 Program, you will contribute to the preservation of California’s water quality by regulating dredge or fill activities that result in an impact to waters through the disturbance of streambeds, lakes, wetlands, or coastal seafloor. As an Environmental Scientist, you will be responsible for developing and managing dredge or fill permits for various types of activities. In particular, you will act as a liaison to the California Department of Transportation (Caltrans) for their dredge or fill projects.

Duties:

The Environmental Scientist performs critical work in the Clean Water Act (CWA) Section 401 Certification and Waste Discharge Requirements Program. In that capacity, the Environmental Scientist plans, organizes, and is responsible for the timely completion of work and submittal of satisfactory products to develop and manage Dredge or Fill permits for the Los Angeles Region. In addition, the Environmental Scientist acts as a liaison to the California Department of Transportation (Caltrans) for dredge or fill projects. The Environmental Scientist is required to work independently, communicate effectively, and manage multiple tasks. Daily proficient utilization of office equipment and the Microsoft Office Suite is required. The Environmental Scientist is required to regularly perform site inspections.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
