ABOUT THE Division

General description
We seek a highly motivated and skilled IT Business Analyst to join our team at The Texas Comptroller of Public Accounts. The ideal candidate will analyze and document business processes, gather and document business requirements, and translate them into functional specifications. An IT Business Analyst will work closely with stakeholders to understand and translate their needs into system requirements. The successful candidate will have strong analytical and problem-solving skills and excellent communication and interpersonal abilities. Additionally, experience with government regulations and processes is preferred. Work Hours
8:00 a.m. to 5:00 p.m., Monday through Friday, 40 hours. Occasionally, work non-standard work hours to include additional hours on evenings, weekends and holidays.  Hours may change based on business need. 

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e.  report to office 1 day/month, 3 days/week, etc.). Travel reimbursements are not provided for teleworking. 

 

Minimum Qualifications
• Bachelor’s degree.
• Four (4) years of experience performing business analysis or product owner work.
• Experience utilizing Business Analysis or Product Owner tools such as Atlassian Jira, MS Word, Excel, SharePoint and Visio.
• Experience writing and documenting in an IT project environment.
• Experience in Agile software development methodology

 

Preferred Qualifications
• Bachelor’s degree in computer science, computer information systems or management information systems.
• Experience in development and conducting training on new and existing systems
• Experience utilizing project management applications such as MS Project, Atlassian Confluence
• Experience utilizing productivity applications such as Service Now, WebEx, MS Teams
• Experience with CPA Systems and Business Processes

 

Substitutions
One (1) additional year of related work experience may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

 

LICENSES / CERTIFICATIONS (Preferred)
• PMI Professional in Business Analysis (PMI-PBA) 
• Certified Agile Product Owner or Scrum Master


SUMMARY OF PHYSICAL REQUIREMENTS

This position requires extensive computer, telephone and client/customer contact. The incumbent primarily performs sedentary office work; however, mobility (standing and walking) is routinely required to carry out various duties.  This position requires the ability to bend, stoop, kneel and reach as needed to perform filing and other similar routine office duties. Some lifting and moving, up to 35 lbs. of office equipment and/or materials may be required on a limited basis. The job also requires normal cognitive abilities requiring the ability to learn, recall and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions.  Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.  

 

In this role you will:
• Gathers user stories/requirements from customers for both new systems and enhancements to existing systems.  Schedules, facilitates and documents information from meetings with customers. May lead and coordinate story/requirement efforts involving multiple Business Analysts or Product Owners and cross divisional communications. Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
• Documents user and system stories/requirements using standard methodologies and communicates stories/requirements to technical employees for design and development of systems.  May lead and coordinate the collaboration of stories/requirements documents produced by multiple Business Analysts or Product Owners. Reviews and monitors system design and development functionality. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
• Coordinates, analyzes, and resolves production system defects and changes according to defined team processes and standards.
• Develops and documents test cases and scenarios used to test new systems and enhancements to existing systems. Communicate requirements and test cases to the testing team(s) to ensure the thorough testing of all test cases and scenarios.  
• Conducts testing of both new systems and enhancements to existing systems to ensure the system is properly tested prior to moving to production.
• Coordinates with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work.
• Performs all other related duties as assigned.
