About the Team
The Finance, Budget, and Planning Section manages the Parks and Recreation Division’s financial affairs and business administration in support of its mission to steward, enhance and acquire parks to inspire healthy communities. With 23 employees across four units—Finance Administration, Accounting and Fiscal Administration, Budget and Financial Planning, and Grants Administration and Purchasing—the section serves as a vital internal resource, upholding values of accountability, diversity and inclusion, stewardship, and workforce development.

What You Will Be Doing:
- Provide technical support, training, and assistance to internal and external agency customers in project and contract administration, ensuring timely completion tasks consistent with contract terms and department/county policies.
- Develop and update standardized templates and maintain database trackers and logs in accordance with established policies and procedures.
- Create, maintain, and track project documents (e.g., estimates, activity completion, close-out, lessons learned) and review job/work order scopes and costs for compliance with contract terms.
- Facilitate gathering resource estimates from agency project teams to assess project readiness and monitor executed job orders.
- Assist in creating and revising standard process documentation and serve as a point of contact for internal and external customers, including participating in team meetings on Equity and Social Justice topics.
- Monitor and report on contingency status, project progress, and spending. Analyze costs and forecast changes for assigned projects and provide data to the team and leadership as needed.
Qualifications You Bring:
- Four (4) years of increasingly responsible experience in public works or job order contracting.
- Experience in construction cost and scheduling.
- Bachelor’s degree in a closely related field.
- Working knowledge of contract management databases to build reports and dashboards.
- Exceptional written and verbal communication skills, with a proven ability to effectively interact with both technical and non-technical stakeholders, provide technical assistance to team members, and build/sustain strong relationships with peers and customers.
Any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.

Required Licenses:
Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or alternate ability to travel to off-site locations.
It Would Be Great if You Also Bring:
- Two (2) years of job order contracting administration in WA State.
- Proficient in Microsoft Office Suite such as Excel, Word, Outlook, Teams, and SharePoint.
- Ability to research, gather, analyze, organize, and present data and information to a diverse audience.
- Understand project control techniques and effectively manage multiple projects with competing priorities and deadlines.
