Payroll Systems Analyst

As an ELDE Payroll Systems Analyst, you will be an integral member of the Department of Finance Payroll Systems Team. You will be key in developing innovative processes and procedures, creating user documentation, and implementing systems solutions for payroll processes. The Finance Department provides quality government financial services to the City of Oakland.   • Organized and detail-oriented: Due to a large volume of work with overlapping deadlines, we are looking for someone with strong organizational skills.
  • Able to work as part of a team or independently: You will be expected to work on projects that require collaboration with many different team members in your unit and other departments that will require you to use sound judgment and work independently at times.

What you will typically be responsible for: 

  • Identifying requirements, designing, configuring, developing, testing, and deploying systems functionalities and enhancements.
  • Troubleshooting application and data problems.
  • Producing custom data reports.
  • Performing systems setup and mass systems changes.
  • Developing training programs for users.
  • Creating user documentation.
  • Serving as a technical resource to both departmental payroll staff and operations unit personnel.

Minimum Requirements for Application

The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification. 

Education: Bachelor's degree in computer science, business administration or a closely related field.

Experience: Two years of progressively responsible experience as a systems analyst including at lease one year involving a payroll/personnel application.

 

Desirable Qualifications 

  • Experience with Human Capital Management application (HR/Payroll/Benefit/OTL) Preferably Oracle e-Business Suite, or other ERP systems such as Peoplesoft, Oracle Cloud, Workday, and SAP.
  • Experience with database query language such as SQL and PL/SQL.
  • Experience with Microsoft Suite Products.
  • Experience with creating user documentation and training.
  • Knowledge of payroll laws/regulations.
     

Supplemental Information

Exempt Limited Duration Employee (ELDE): This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.

  • Sick leave: Employees accrue 12 days per year.
  • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
  • Other benefits include a Flexible Spending Account, Wellness Program, Employee Assistance Program, Tuition Reimbursement, Life Insurance up to $200k & Employee Training.
