Works as a Tier-IV Network Engineer within our Technology Infrastructure Division’s (TID) Enterprise Networking team. The NOM is engaged with the Enterprise Network’s design, implementation, monitoring, security, documentation, configuration and transformation. The county’s enterprise network is a large complex metropolitan area network (MAN), wide area network (WAN) and local area network (LAN) infrastructure that delivers secure transmission of data, video and voice communications for 400+ regional locations providing critical County services. Under the general supervision of the network director, the NOM’s responsibilities include managing all aspects of the network’s connectivity, network performance, maintenance, configurations, patching, troubleshooting, and monitoring. Supervises, coordinates and measures the performance of the Tier-III and Tier II network operations team. In addition, the NOM will actively participate in escalation processes and procedures, change management, root cause analysis as well as interfacing with network team peers, InfoSec, Platforms, agency points of contacts and vendors/service providers.
The successful candidate shall possess in-depth network design knowledge to include best practice use of network topologies, protocols and solutions in a wired and wireless infrastructure utilizing the enterprise line of products from Cisco and Juniper. In addition, possesses extensive hands on routing, switching and optimization experience with VLAN, STP, VRF, MPLS, BGP, OSPF, EIGRP, VPNs, 802.11 and QoS in a MAN / WAN / LAN / DCN architecture.
Responsibilities to include but not limited to the following:
- Provides Tier-IV network support that includes installation, configuration, maintenance and change management of the distribution and edge network infrastructure equipment.
- Acts as a technical expert in troubleshooting and incident management during service interruptions.
- Works in coordination with support teams providing assistance.
- Resolves complex issues that involve network management tools such as packet analyzers and performance monitors.
- Responsible to ensure periodic review and upgrading of system firmware, application software and hardware.
- Oversight or lead of numerous projects to include team delegation, progress status reports.
- Serves as the point of contact to the network operations team and balances workloads among the team.
- Provides network availability, outage and status reporting.
- Leads or assists in document network diagrams, inventory and changes.
- Lifting, climbing and driving are all activities required of this position.
- Participates in the on-call support rotation.
- Performs other duties as assigned.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of an associate's degree in computer science, electrical engineering, electronics, or a related field; plus five years' network and/or telecommunications experience; or a bachelor's degree in such fields; plus three years' experience in network or telecommunications system design, analysis, installation, and troubleshooting, including some supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Experience with Cisco DNA, Cisco ACI, Cisco ISE and other software defined networking solutions (SDN / SD-WAN), ZScaler, Solarwinds NPM, IPAM, InfoBlox, and Splunk.
- Experience with automation, scripting or other methods for improving efficiencies.
- Experience leading IT projects or teams within a federal or local government setting supporting public service agency business branches to include public safety, taxes, libraries and human services.
- A relevant certification equivalent to a CCDP / CCNP / CCIE / JNCIS / JNCIP / JNCIE with eight (8) or more years of combined IT experience.
PHYSICAL REQUIREMENTS:
Work is equally performed in the field and in a normal office environment. Lifting (up to 50lbs) may be required. Ladder climbing may be required. Driving is required. All duties are performed with or without reasonable accommodation.
